Rationale & Overview


Structure of the Handbook
This is a user-friendly, easy reference (easy-reference) handbook on the preparation of the Division Education Development Plan (DEDP). This manual is prepared primarily to assist the Division Planning Committee (DPC) in the formulation of the DEDP by providing relevant and appropriate inputs and suggestions covering both the process and content of DEDP formulation.

1.1. Parts of the Handbook
This handbook is divided into two major parts: the first part covering the concepts and component parts of a DEDP and the second part on the tools and processes the DPC can use to prepare a useful DEDP.
Part 1: Division Education Development Planning Concepts &

Plan Components

Part 1 contains the ideas, principles, and concepts on the formulation and major parts of the DEDP. Part 1 contains the following sections:

Part 2: DEDP Tools and Processes

Part 2 offers practical tools and easy-to-follow processes and steps to enable the DPC to formulate a division education development plan. It also contains tips on how to conduct self-evaluation of the outputs produced for each of the steps. Part 2 contains the following:

Whenever appropriate, demonstration examples are presented in the handbook to assess and guide the DPC in understanding the concepts and attendant processes to prepare the outputs for each step. Templates, in many instances, are also provided to make the writing of the DEDP easier for the DPC.

1.2. Icons
Symbols or icons are used to guide the DPC in the manual. Following are the icons and what each icon represents:

1.2. Suggested Process and Output Variations
This manual is a product of the collective experience of the 15 project-assisted divisions of the Secondary Education Development and Improvement Project. As such, several learnings from actual undertaking of the content and processes contained in this document were drawn and have been incorporated to provide a “real life” perspective in plan preparation. These experiences have been gathered, consolidated and organized under this section.
Variations in the “process” pertain to helpful and useful activities or initiatives that have been introduced by divisions which were found effective in terms of facilitating the work required. Variations in the “output” pertain to the constructive and practical modifications introduced by the divisions on the expected outputs per phase which enabled these outputs to be more responsive to the peculiarities of the divisions.
To view actual outputs produced by the project-assisted divisions, actual photos have been used as demonstration examples, whenever possible.


Rationale for the Division Education Development Plan
The education landscape is dramatically changing. The primary moving force behind this is the current shift in the way education is being governed. Governance, to be effective and relevant, needs to be anchored on planning as the educational plan provides the frame from which development initiatives are laid-down.

allows for wide participation of stakeholders thus heightening awareness on the current realities that the Province faces in reference to basic education. The ultimate result is the involvement, commitment, and support of stakeholders to improve the state and quality of basic education in the province.

is the roadmap that allows determination of long-term goals and objectives and the short-term implementation of specific goals using focused techniques, tactics, and strategies which will permit the division to meet long-term goals and objectives.
The Division Education Development Plan then becomes a blueprint for the division to implement initiatives towards set objectives and targets. It likewise becomes the primary document against which achievement of planned objectives will be tracked and assessed.

is necessary for organizational excellence to be achieved. Planning provides direction, facilitates control and coordination, promotes management development, and most importantly helps the organization influence and prepare for change.

This handbook is a modest attempt to provide the division the “basics” in educational planning at the provincial level to enable it to move towards organizational excellence thus evolving to become self-managing divisions.



The DEDP: in brief
The Division Education Development Plan is the main vehicle through which the division can effectively and efficiently manage education service in the province. The plan should be carefully structured to focus on key goals and strategies that will lead to achievement of objectives and better operation of the Division Office. A Division Education Development Plan is:

An Integrated Development Plan for Basic Education. The DEDP is the embodiment of the collective vision of the division and its stakeholders as well as the strategic thrusts and direction towards which efforts will be focused. It is a plan that provides a holistic approach towards addressing gaps in both the formal and non-formal education systems in the province.

A Comprehensive Overview of Major Priorities to which division stakeholders will be dedicated to at least six years. The plan describes areas which the division will emphasize and for which it will commit its resources.

3.1. DEDP Phases and Steps
The following are the phases in the formulation and implementation of the Division Education Development Plan that we have termed the “D” Process:

The DEDP preparation process consists of four phases, including:




Phase 1

Situation Analysis

Finding the facts to determine the current state of basic education in the province, identifying issues that need to be addressed in the future, and analyzing problems that affect effective and efficient delivery of the education services.

Phase 2

Strategic Planning

Formulating a compelling image of the desired future, defining how the division will carry itself forward, determining strategic goals and objectives, and setting targets.

Phase 3

Planning for Implementation

Defining what needs to be done; when, and how, and with what resource inputs in order to attain strategic goals and objectives. It contains implementation programs and modes and a financial plan

Phase 5

Gearing for Implementation

Reviewing the organizational structure determine its ability to deliver and accomplish the plan; formulating the monitoring and evaluation plan and the advocacy framework preparation that maps-out strategies to effectively ensure continued stakeholders’ commitment for the plan.

3.2. The DEDP Planning and Review Timelines
Planning & Acceptance Timelines
One of the major assumptions in designing the DEDP is that planning timelines of the DEDP should be aligned with the budget timelines of the Department. Given this, it is suggested that the regular DEDP planning activity should be conducted between April to October. These would be the same months for the DEDP terminal review (end of DEDP implementation) and re-planning activities.
Review and acceptance of DEDP by the Regional Office is suggested to be conducted in November and plan finalization and adjustment to consider Regional Office inputs and suggestions be done in December.

Annual Review and DAP Re-Planning Timelines
The DEDP annual review and DAP re-planning activity is proposed to be conducted between the months of October to November of each year. It is suggested, however, that the preparation of the next cycle Division Annual Plan be conducted after the review of last Division Annual Plan of the previous DEDP.
