OBJECTIVE OF ALL INDIA RADIO
Broadcasting in India, being a national service, constitutes the most powerful medium of mass communication. It plays a significant role, as a medium of information and education, in a developing country, where the reach of other communicating media is not extensive.
All India Radio keeps the people all over the country informed quickly about Government policies, plans, programmes and achievements, through the medium of sound broadcasting with a variety of programmes. It also keeps the people informed of the important news and current events of topical interest and provides an appreciable amount of entertaining programmes. Through its broadcasting, AIR seeks to promote education, national integration and also develop various aspects of Indian culture. It also gives timely assistance to public and Government Departments by quick dissemination of information during natural calamities. It runs a Commercial service which helps in promoting sale of goods and services through advertisement. In short, it informs, educates and entertains people in different languages, through a variety of programmes on cultural, educational, scientific, agricultural, health, hygiene, fine arts, socio-cultural themes, etc. and earns substantial revenue for the Government through Commercial Broadcasting.

Overall supervision and organization of Programme which broadly include:

  1. Planning and Scheduling, Production and presentation, transmission of programmes.

  2. Implementation of directives issued by the Directorate on specific aspects of programme policy.

  3. Scrutiny and approval of programme schedules/proposals.

  4. Engagement of casual artists/talkers/authors, fixing of their fees, execuation of contracts with them and payment to them.

  5. Recruitment of Staff Artists in Artists category and other Programme staff including regular staff in Group C & D is to be done , in accordance with the rules, instructions, orders issued by the Government from time to time regarding source of recruitment, reservations for different categories, medical fitness, verification of character and antecedents etc..

  6. Allocation of duties of the entire Programme/Administration/Group D staff including Staff Artists, direction and supervision of their work in all aspects.

  7. Constitution and convening of Audition Committees, audition and classification of artists.

  8. Maintenance of libraries of books/ newspapers/journals/ gramaphone records / tapes etc.

  9. Constitution of Advisory Committees, Consultative Panels, convening and presiding over the meetings, preparation of Reports Memoranda, Notes and minutes pertaining to Committees/Panels.

  10. Arrangements pertaining to the functions organized for invited audiences, issue of invitations, hiring of halls and outside-broadcasts.

  11. Publicity.

  12. Relations with the State Government.

  13. Close contact with the press and listeners and constant watch over press and listener reactions.

  14. Audience Research

  15. Liaison with musicians, musicologists, literatures, scientists and eminent personalities

  16. Submissions of periodical reports to the Directorates

  17. Preparation of programme Budget Estimates and control over the expenditure on programmes, Audience Research and Public relation and Budget of the Station.

  18. Promotion of the use of Hindi, in official correspondence.

  19. Coordination with other stations in the programme zone.

  20. Inter Media Coordination and conducting campaigns.

  21. Preparation of control of budget and revised estimates and control of expenditure etc, payment of dues to staff and other contingencies, Receipts on behalf of Government, compilation of various accounts.

Transmission Executive

The Transmission Executive is placed in charge of the Station’s transmissions and he functions as the Duty Officer. He coordinates between the performing artists/talkers, the programme presentations staff and the engineers. He is responsible for collection and issue of all the programme material and their broadcast according to the programme cue sheet. He is responsible for carefully watching the various items of programme broadcast and preparing the daily report. Any deviations from the scheduled programme are noted in the form each day and a consolidated report for a month sent to the Dte. TREX should record, dub, edit and playback programmes of all kinds. He assists in the production of programme of all kinds, and preparation of newsreels whenever necessary.

  1. He is in-charge of the library of the Station, which contains Books, Gramaphone, Electrical recordings, CDs and tapes. He should maintain separate Stock Registers in form S-4 for books purchased and books received free, in AIR-A4 for gramaphone records purchased and in form AIR-A6 for electrical recordings/tapes..

  2. The account of Transcription Service Records may be maintained in form AIE-A5

  3. A separate account of tapes supplied to the Station under the circulation quota from the Central Tape Bank is to be kept in a register – AIOR-A, 76(CTB4)

  4. He should invariably take stock of books, gramaphone records, electrical recordings etc. in his charge, on the following occasions: -

    1. On appointment to the post of Librarian

    2. On return from leave; and

    3. On transfer

  5. A cent per cent physical verification of the books should be undertaken at the end of each financial year.

Music Composer

To compose music for broadcast by orchestras or solo artists, by singers, by choral groups etc. To rehearse artists and to teach them new compositions. To assist the Producer in the rehearsal and production of music programmes.

ADMINISTRATIVE WING

(i) Administrative and Accounts Wing

Dealing of all service matters of all staff viz. staff pertaining to Programme, Engineering, News Unit, Administration, and Group ‘D’ Staff. Correspondence relating to Programme Section such as preparation of artists voucher and its payment according to the proposal made by the programme officers, etc, Engineering Section such as correspondence regarding procurement of Engineering stores item by inviting quotation/tender, processing of the connected bills for making payment, making entries in ledger/fixed asset register/S-150 etc and in Administrative section passing of all artists vouchers for payment and connected entries in pay order book, cheque drawn register, artist ledger etc. Preparation of monthly expenditure statement, receipt and payment accounts, reconciliation of accounts with PAO and Bank, preparation of budget estimates, revised estimates and firm and final requirement.

(ii) Service matters viz. maintenance of service book, personal files, preparation of all staff salary and its connected work. Preparation of pension papers, correspondence regarding procurement of various store items and its entries in various registers.

(iii) As per the instructions/guidelines received from the Director General, All India Radio, New Delhi.

(iv) Ministry of Information and Broadcasting New Delhi; O/o the Director General, All India Radio, New Delhi; O/o the Deputy Director General (SR-1), All India Radio, Chennai; and the Station Director, AIR, Thiruvananthapuram.

(v) The rules, regulations, instructions of Government of India as well as Manuals of All India Radio are being used.
