Engineering: 22 February 2016: 1.   Sheet 2, Heron Isles Parkway Lane Closure:    Show on the plans for the one lane closure: a) where flagman are to be stationed; and  b) location of signs on Blackrock Road, Chester Road and Heron Isles Parkway to warn motorists of the lane closure ahead. Also add a note on the hours the one lane is to be closed and that the road will be returned to a usable state each night. Refer to FDOT Design Standard 603 and 605. 2.   Sheet 11: Note that a vertical curve must not be less than 3X the design speed of the road (75 LF).  Refer to the Florida Greenbook Table 3-3. 3.   Sheet 13: Heron Isles Parkway median crossing @ Quartz Lane:  Provide a separate detail for the median cut at Quartz Lane, including details for the reconstruction of the road with appropriate markings, and provide a cross section of the paving design that will match or exceed the existing roadway.  Refer to Nassau County Standard details.

Engineering: 25 February 2016: 1.Note the dimensions on the plan to show that driveways are a minimum of 25 feet from the property line, 100 feet from the intersection of First Coast Highway and add the driveway radius. See Nassau County Ordinance 99-17, Section 9.3. 2. For the outskirts of the outparcel tots, where the sidewalk meets the ingress/egress driveway(s), show curb ramps with truncated dome mats on the driveway. 3. Note the curb ramp access by the handicapped parking stalls and where the sidewalk and pedestrian access meets the parking tot at the crosswalk striping. 4. A maintenance plan will need to be provided, with the engineering plans, for the pervious pavers to be used at the parking stalls. Detail how the pervious pavers will be maintained.

Due to not providing tree protection zones as defined in Article 32 LDC and consistent with Section 37.02 (D) (4) LDC, provide a preservation plan addendum prepared by an ISA certified arborists describing the specific preservation techniques to be utilized during construction and the techniques that will be utilized to ensure the “future viability” of the trees depicted for preservation.

Please include a copy of the drainage calculations with a certification that the onsite drainage meets the requirements of Nassau County Roadway and Drainage Standards, Article 10 and a copy of the SJRWMD permit with the engineering site plan.

Planning & Economic Opportunity: 2 February 2016: Conditional Use permit E16-001 was approved at the January 28, 2016 regular meeting of the Conditional Use and Variance Board. There is an associated appeal period built into the conditional use permit review process. Nassau County has no additional comments related to PBSP SP15-032. However, to move forward with final approval of the PBSP we request a letter from FPL stating that they understand the approval of a PBSP does not negate the appeal process outlined in Sec. 5.06 LDC and that Final Order E16-001 could be overturned on appeal.
