The total tonnage of hot mix being let is 2,158,528. TECHNICAL BULLETIN New Test Procedures to be Discussed at TxAPA Test Procedure Committee TxDOT is currently looking at revising several Tex-200-F test procedures. The first completed revision is Tex-236-F, Determining Asphalt Content from Asphalt Paving Mixtures by the Ignition Method. The main change in this test procedure deals with Ignition Oven Correction factors. Additional procedures that are currently under revision are Tex-204-F, Tex- 205-F, Tex- 206-F, Tex- 225-F, Tex- 226-F, Tex- 233-F, Tex- 241-F and Tex- 242-F. Gisel Carrasco and Richard Izzo from TxDOT will be our guest speakers at our next TxAPA Test Procedure Committee Meeting which will be held at the TxAPA office on Tuesday, April 7, 2009. They will present an overview of the changes and there will be time set aside for discussion and questions. The meeting will begin at 11:30 a.m. with TxAPA providing lunch. You can access TxDOT test procedures at http://www.txdot.gov/business/contractors_consultants/test_procedures/default.htm New Guidelines for Sampling Base and Charging Molds for Triaxial Testing The Construction Division, Materials and Pavements Geotechnical, Soils and Aggregates branch of the Texas Department of Transportation has been working on new procedures that pertain to best practices for conduction triaxial testing. Caroline Herrera has been asked to be a guest speaker at the next TxAPA Test Procedures committee meeting to be held on April 7, 2009 at 11:30 a.m. At that meeting, we will discuss the following documents:

Recycled Asphalt Shingles are Approved for Use in Asphalt Pavements TCEQ and TxDOT have approved Recycled Asphalt Shingles (RAS) to be used in Hot Mix Asphalt (HMA)/Warm Mix Asphalt (WMA). This comes in Special Provision 340-002 and 341-022. The following is a summation of the new proposed special provision; Recycled Shingles are post manufactured (manufacturers scrap) and post consumer (tear offs). Post consumer tear offs can only come from residential applications. After processing, 100% must pass the ½” sieve. You can add a maximum of 4% sand to stockpiles for workability. The maximum amount of RAS by total weight of the mix can be no greater than 5% when working under TxDOT Specifications and no more than 15% for commercial mixes. When RAS & fractionated RAP are used together; 20 % maximum can be combined in surface mixes and 30 % maximum can be combined in non-surface mixes. When RAS & Un-fractionated RAP are used together; 10% maximum combined can be used in surface mixes and 20 % maximum can be combined and used in non-surface mixes. When RAS is used, the virgin binder must account for greater than 65 % of the total binder in surface mixes and greater than 60 % in non-surface mixes. Special Provisions, including this one can be accessed at http://www.dot.state.tx.us/business/specifications.htm New Special Provision for Item 300 Asphalt, Oils and Emulsions A new Table 11A is being added to Section 300.2. E. Specialty Emulsions of Item 300. TxDOT identified the need to write a statewide special provision that would encompass the One –Time Use Special Provision 300-022. The new proposed special provision provides for a new harder residue material for fog seals. Background Special Provision 300-022 was written as a One-Time Use Special Provision using the product TRMSS (Tire Rubber Modified Slow Setting) emulsion. What it did was require tire rubber in fog seals. TRMSS was required to meet stricter testing than materials tested under Table 8 of Item 300. These requirements were published as “Table 11A TRMSS” within Article 300.2 Materials D. Emulsified Asphalt in Special Provision 300-022. In accordance with this purpose, TxDOT inserted Table 11A of the One –Time Use Special Provision 300-022 into Section 300.2 E. Specialty Emulsions of Item 300 Asphalts, Oils and Emulsions. This table sets forth the same requirements for TRMSS without specifically requiring tire rubber to be added. As a final note, nothing within the Special Provision prohibits using TRMSS. This year will be filled with great technical sessions, a golf tournament and some free family time for sight seeing, horse racing, shopping, etc. We are in the process of finalizing some of the events and meeting packets will be mailed out next week. We look forward to seeing everyone there!! 35TH ANNUAL MEETING – LA CANTERA, SAN ANTONIO The 35th TxAPA Annual Meeting is set for Sept. 29-Oct. 2, 2009, at the Westin La Cantera in San Antonio, Texas. La Cantera is located next to Six Flags Over Texas and the infamous La Cantera shopping center. This year, we will have our opening reception on Tuesday night, District Engineer (DE) Discussion Panel on Wednesday morning, a golf tournament that afternoon and a spouse event. Thursday is always our big day. Technical sessions will begin Thursday morning; a joint luncheon for all attendees; technical sessions in the afternoon; and our big evening with karaoke, dancing, a casino and our most important event - the Ron Flanagan's Scholarship and Education Live and Silent Auction. We are looking forward to another successful annual meeting, so mark your calendars now.
